Construction Procurement Specialist (Temp to Direct)
Location: Albuquerque, NM – 100% ON-SITE.
Travel: Potential for minor travel, 15% or less.

Job Summary
Our client is seeking an experienced, and knowledgeable Procurement Specialist, who will work under the supervision of the Senior Director, Supply Chain & Procurement. Responsibilities include purchasing both construction services, major designed building components (HVAC, Fire Protection, etc.) as well as raw materials and off the self and complex materials and commodities in accordance with our client’s engineering design specifications at the lowest total cost for the quantity, quality, and delivery time required. This Procurement Specialist will act as team leader on sending out construction RFQ’s terms and conditions negotiations, managing risk, construction schedule and expediting on various multiple projects. They will communicate promptly any problems and lead in developing solutions. They will also establish accurate progress and cost and limit overall risk by contract management to completion.  Additionally, they will establish and negotiate Purchase Orders and Subcontracts with terms and conditions.
Responsibilities

  • Provide excellent and timely customer service to internal customers in fulfilling the procurement process
  • Responsible for developing and maintaining relationships with reliable suppliers for specified supplies and construction activities, while understanding the construction processes and internal systems.
  • Purchase requirements of assigned materials at the lowest long-term cost for the quantity, quality and delivery required.
  • Expedite materials when required and handle any unanticipated requests or other problems on materials and construction services purchased.
  • Negotiate the lowest possible long-term cost through competitive bidding and market supply knowledge.
  • Work closely with project teams, engineering, communicating, and coordinating related purchases, problems, evaluation of services, minimizing construction risks, etc.
  • Lead in all communication with construction companies and suppliers.
  • Provide accurate production materials standard costs
  • Provide Supply Chain and Procurement Manufacturing support on internal fabrication and machining at all the client’s manufacturing facilities
  • Identify and develop new suppliers and perform audits and evaluations
  • Maintain all purchasing databases and reporting to ensure dependent departments have prompt, accurate information

 Qualifications

  • Bachelor’s Degree in related field (Supply Chain or Business) or equivalent combination of education and experience required
  • 5+ years of related experience (developing and implementing construction contracts, strategic sourcing specified materials, commodities, purchasing operations) in a power generation OEM, Nuclear or manufacturing/fabricating environment.
  • Strong knowledge in manufacturing principals to support make vs. buy decisions.
  • Inventory and control in a manufacturing or fast paced environment.
  • Excellent written and verbal communication skills.
  • Strong knowledge of Microsoft Office – Outlook, Excel, Word, PowerPoint.
  • Experience with ERP requisition process and procurement systems.  Coupa preferred but not required.
  • Ability to comprehend and apply procurement principles, policies, concepts and standards, and procedures, INCO Terms, including price analysis, negotiations, ethics, terms and conditions and procurement law.
  • Ability to manage multiple tasks and priorities in a high-volume environment.
  • Ability to independently plan, schedule and carry out work assignments, initiate and participate in the improvement of procurement practices.
