Job Description:
The Project Controls Specialist role encompasses the resources, procedures, and tools for the planning, monitoring, and controlling of all phases of a project’s lifecycle. This includes estimating, cost and schedule management, risk management, change management, earned value progressing, and forecasting. The Project Controls Specialist is responsible for aligning projects with portfolio/organization goals and objectives, developing a work-breakdown structure (WBS), collaborating on initial project schedules, developing a risk management plan, project budgeting and forecasting, monitoring project costs, and feedback and reporting. Must have a knowledge of scope control, change management and earned value methodology, be proficient in scope control, change management and earned value methodology, commitments, and forecasting costs and manhours, support data gathering and produces an initial analysis for schedule baseline development and maintenance data gathering, identify and assist in analysis of project schedule variances and recommends associated corrective actions, measure progress and reviews performance trends, support cost analyst functions, review purchase orders and subcontract schedule status and provides management with input on subcontract performance, assume responsibility for elements of baseline schedule and associated maintenance, supports various levels of project reporting (including daily, weekly and monthly), and gathers data in order to assist in procedure development and implementation, scheduling, and critical path analysis.
Must have 8+ years of experience or demonstrated equivalency of experience and/or education. Must have prior Nuclear Experience (construction preferred). Must have experience in P6, scheduling. Must have Microsoft Office, P6, scheduling experience, understand Critical Path Method (CPM) including logic development, progress measurement, schedule impact analysis, resource loading/leveling, schedule risk analysis, etc., and possess an understanding of Earned value methodology. Must be familiar with basic cost analysis and forecasting as it relates to planning and scheduling, and familiar with scope control and change management and associated implications to project scheduling.

College Degree: University degree in a technical or business field preferred
